Sawari and Karapa camps for the displaced in Daggar closed after all displaced people returned to their home villages in Chagarzai. The ICRC carried out an assessment in Chagarzai on 2 September and in Gokand on 3 September to evaluate immediate needs.

Access to electricity and fuel remains problematic, especially for medical facilities. During the first week of September, the ICRC provided 1,200 litres of diesel to the District Headquarters Hospital in Daggar, which allowed it to run its generator during power cuts. The hospital serves a population of 30,000. The ICRC also donated clinical delivery sets and kits to the hospital's maternity department.

News: Pakistani VOA Reporter ( Rahman Bunairee ) Detained by US Immigration
Posted by buner on Saturday, August 15 @ 11:14:29 EDT (164 reads)
Articales and News about Buner Valley By Cindy Saine

14 August 2009

U.S. immigration officials are holding a Pakistani journalist for Voice of America's Deewa Radio who was detained at the airport as he arrived in Washington to contriubte to programing at VOA headquarters. The journalist, whose home was destroyed by the Taliban last month, was taken into custody on Sunday.
Rahman Bunairee is a Pakistani journalist who works as a contract reporter for VOA's Deewa Radio and for a privately-owned Pakistani television station. The 33-year-old planned to join VOA in Washington for one year, and arrived at Dulles Airport on Sunday with a visa issued by the U.S. Embassy in Islamabad. It is not clear why he was detained and why he is still being held in U.S. custody.

Cori Bassett, a spokeswoman for Immigration and Customs Enforcement, confirmed that Bunairee is in custody, and released a statement saying he "will be afforded all rights and procedures allowed" under U.S. laws. She told VOA that for confidentiality and privacy reasons she could not provide any details on the case.

Joan Mower, head of VOA's Public Relations Department, said she does not know why Bunairee was detained, and that VOA and its parent agency, the Broadcasting Board of Governors, are working to resolve the situation. "We are hopeful that this case will be resolved very quickly. We are working with other federal agencies to come to a successful resolution, we are concerned for Mr. Bunairee," she said.

Mower explained that Bunairee has been working for VOA's Deewa Radio, Pashto language broadcasting to the Afghan-Pakistan border region, since 2006. She said the service has recently expanded. "Mr. Bunairee is a qualified, educated, well-known, trusted journalist who has been working for us, and we are hoping that he will help us expand our programs even further during the next year," she said.

Bunairee is usually based in Pakistan's port city of Karachi. But he recently traveled to the northwest frontier region, where he is from originally, to cover the army offensive against Taliban militants.

On July 7, Bunairee participated in a VOA call-in radio show in which he discussed the Taliban's continued presence in the region. Two nights later, armed militants came to Bunairee's residence in northwestern Pakistan and said they had orders to blow up the home. The militants allowed 11 members of his family to leave, ransacked the house for valuables and then blew up the building. No one was hurt, but Bunairee said militants threatened to take further action against him.

Last month Bunairee met in Pakistan with Bob Dietz, Asia Program Coordinator for the New York-based Committee to Protect Journalists. Dietz told VOA he is upset that Bunairee has now been detained by U.S. immigration officials. "The United States positions itself as someone on the side of democracy and journalists and on the right side of so many issues, and yet when you get a journalist like Rahman who comes, having left his country because he was under pressure for the reporting that he was doing, to have him treated as a criminal, when he arrives here, legitimately, is just an outrage," he said.

Dietz said the U.S. government needs to act as quickly as possible to correct the situation to restore its own credibility. Representatives of the Broadcasting Board of Governors have met with Bunairee in custody in a Washington suburb in Virginia and have secured legal representation for him.

"The civilians who stayed behind in Swat during these last weeks have been mostly confined to their homes" says Gerry Robertson, the delegate in charge of the ICRC assistance programme in Pakistan's North West Frontier Province (NWFP). "They are short of everything and will need help until the situation stabilizes.

It is in this context that the organization is launching a round of food distributions for 40,000 residents of Mingora and environs. The ICRC has recently stepped up its assistance for people affected by fighting in the NWFP thanks to improved access to them and a budget extension of 40 million Swiss Francs, of which about half will support Pakistan Red Crescent activities. Its capacity to deliver this food will however depend on its ability to operate in the area safely. The ICRC is working closely with the PRCS and other partners within the International Red Cross and Red Crescent Movement to make a difference for those affected by the violence.

The ICRC in Pakistan currently employs over 800 national staff and over 100 expatriates.

Swat

  • The ICRC remains the only international humanitarian organization operating in Swat today. It has been back in the area since 3 June and has established a permanent presence in Mingora.

  • Health teams have supported the Saidu Teaching Hospital in Mingora and the Kwaz Khela Civil Hospital with a generator and fuel to restore electricity supply. They have also delivered food, medical supplies, medicine and bandages for over 10,000 patients for three months. Nine wounded patients from Swat have been evacuated to the ICRC's hospital in Peshawar for the weapon-wounded.

  • 300 Mingora families were put in touch with relatives who had fled south. The phone lines in Swat have been down for about a month now.

    Dir

  • The ICRC remains the only international humanitarian organization operating in Dir.

  • The organization supports the PRCS's efforts to assist over 13,000 IDPs in five Lower Dir camps, providing them with food, firewood, medical supplies. Water and Sanitation teams are also restoring their access to clean water.

    Peshawar

  • The ICRC's surgical hospital for weapon-wounded patients has increased its capacity to 90 beds in response to the influx of victims of the fighting in NWFP.

  • The organization supports the Pakistan Institute of Prosthetic and Orthotic Sciences (PIPOS) as it help persons injured by weapons to recover and re-integrate society. The Institute provides patients with artificial limbs, assistive devices and mobility aids, physiotherapy, and even reconstructive surgery if necessary.

  • The ICRC continues to visit persons detained in relation to the fighting or for security reasons in NWFP.

    Response to IDP crisis

  • The PRCS, with support from the ICRC, is running Shah Mansoor IDP camp in Swabi. The camp hosts over 20,000 IDPs. Work is ongoing at the camp to improve living conditions and community kitchens were opened this week. The organizations are currently preparing the camps for the onset of the monsoon.
